PROBLEM TO BE SOLVED: To provide a method where deterioration in a metal electrode is substantially suppressed, or, even when its deterioration is caused, while maintaining the same to the minimum, the water to be treated is subjected to electrochemical treatment. SOLUTION: Raw material water is electrolyzed in an electrolytic cell 13 mounted with a metal electrode 21 to produce electrolytic water 24 containing active species having sterilization capacity. The electrolytic water is poured into a fungistatic purification part 14 to treat the water to be treated in the fungistatic purification part. Since there is no direct contact of the water to be treated containing impurities with the metal electrode, the precipitation of scale components over the metal electrode and the elution of a electrode substance into the surface of the metal electrode can be prevented.
