PROBLEM TO BE SOLVED: To provide a hollow concrete body manufacturing apparatus constituted so as not only to facilitate the demolding of an inner form but also not to restrict the self-shrinkage of a cementitious material, and a hollow concrete body manufacturing method. SOLUTION: The inner form 2 is constituted of an elongated core material 21, the flexible cylindrical body 22 for surrounding the core material 21, the lubricant 24 applied to the surface of the flexible cylindrical body 22 and the film 23 provided on the surface of the flexible cylindrical body 22 through the lubricant 24.
