PROBLEM TO BE SOLVED: To realize a developing device appropriately preventing developer from being leaked from a boundary part between an abutting member and a seal member in the longitudinal direction of the abutting member, and to realize an image forming apparatus and an image forming system. SOLUTION: The developing device has a developer carrier for carrying the developer, a layer thickness regulating member equipped with an abutting member for abutting on the developer carrier and a supporting member for supporting the abutting member, and regulating the layer thickness of the developer carried on the developer carrier by making the abutting member abut on the developer carrier, and the seal member provided on the outside in the longitudinal direction of the abutting member and preventing the leakage of the developer, and develops a latent image carried on an image carrier with the developer carried on the developer carrier. In the developing device, the boundary part between the abutting member and the seal member in the longitudinal direction of the abutting member is covered with the supporting member.
