<P>PROBLEM TO BE SOLVED: To provide a system/a method which enable a certificate to be issued online with the help of a printer, provided that it meets a specified function, without the use of a specific sheet or a specific printing device and also the validity of a certificate to be simply verified by a verifier. <P>SOLUTION: In this method for issuing a certificate, a pasteboard issuance/manager system comprises a means to manage the identification number of a pasteboard and a means to write the coded identification number to pasteboard data. In addition, a certificate issuer system comprises a means to add an electronic signature of a certificate issuer to individual piece of data to be overwritten to the pasteboard data; a means to replace the coded individual pieces of data with coded information which can be read by an information processing device; a means to insert the identification number of the pasteboard in the form of an electronic watermark, in case image data are added to the individual pieces of data; and a means to arrange the above processed coded information, image data and individual pieces of data on the pasteboard data in such a way that these data and information are not superposed over each other.
