PROBLEM TO BE SOLVED: To provide a telop device for recognizing easily which is responsible one, as a cause at occurrence of abnormality, out of a video signal feeding side or a side of the telop device for generating a telop signal and synthesizes it with the video signal, in a short time, with respect to the telop system for synthesizing the telop signal to the video signal. SOLUTION: The telop device includes a CG image forming device for forming a CG signal made up a character, a figure and the like; a video signal input means for entering a video signal; a test signal forming means for forming a test signal; a selective signal generating means for selecting the video signal and the test signal, and generating a selective signal; a key signal generating means for generating a key signal for controlling a synthesis range and the amount of synthesis of the selective signal and the CG signal; and a synthesis video signal generating means for controlling the synthesis range and the amount of synthesis for the selective signal and the CG signal by using a key signal, and generating the synthesis video signal. By selecting the test signal or the key signal, the selected one is used as an output of the video signal, and the output is generated simultaneously with the key signal. COPYRIGHT: (C)2005,JPO&NCIPI
