PROBLEM TO BE SOLVED: To easily operate a firewall from a user terminal by using the communication protocol of UPnP. SOLUTION: A user terminal 3i operates discovery research (a step S10), and receives the address information of a firewall 1 as a discovery search response (a step S20). Then, the user terminal 3i makes a description request to ask for function explanation arranged at the firewall 1 (a step S30), and receives the function information as a description response (a step S40). When a WAN side connecting function is included in the function information, an action request being an access control command is transmitted to the firewall 1 (a step S50).
