<P>PROBLEM TO BE SOLVED: To provide an IC card issuing method by which issued data can not be easily restored from stolen data blocks even when the data blocks transmitted from an issuing system are stolen, in an issuing method for dividing issued data having a large size into a plurality of data blocks having small sizes and transmitting the divided data blocks to an IC card. <P>SOLUTION: Arithmetic operation is executed in the IC card so that the transmission order of data blocks becomes irregular and a data table indicating the calculated transmission order is transmitted from the IC card to the issue system.
