PROBLEM TO BE SOLVED: To allow an assistance at designing a network for guaranteeing packet transfer quality and suppressing a call loss probability to a target value or less. SOLUTION: A line-exit session number S of each switch is acquired from a line-exit speed, traffic amount, and target quality; and an input condition (user number U) is acquired from a call loss probability and the session number S at each switch.
