PROBLEM TO BE SOLVED: To solve such problems wherein a toilet paper exchanging trader separately collects used papers, citizens are confused because of irregular collection, or citizens cannot always carry a collection place because an entrusted used paper colleting trader collects the used papers delivered from each house to the place at a predetermined date and time. SOLUTION: A place 12 where people put used papers sorted per kind, a device 7 for monitoring entering people and exiting people, and a device 10 for monitoring and recording situation of sort, alarming to wrong sorting and suspicious person by sounds, and recording it are provided inside a facility 1. The periphery of the facility is surrounded by the wall 2 with spikes. An unmanned used paper recovering facility is of a self-type with only a main gate 3 for making entry and exit of automobiles and the like possible, and of a drive-through style.
