PROBLEM TO BE SOLVED: To dispense with a large space in the outer circumference of a pipe in cutting by using a cutting blade facilitating the cutting of the reinforced plastic composite pipe, covering the outer circumference of the pipe to be cut, rotating it circumferentially and easily cutting it. SOLUTION: The outer circumference of this reinforced plastic composite pipe is provided with a ring body 1 rotationally covering it in the circumferential direction, rod saws 7 made of tungsten carbide are circumferentially disposed in, at least, two opposite parts in the inner circumferential face of the ring body 1, support bodies 4 of the respective rod saws 7 are constantly energized to push the respective rod saws 7 in the axial direction of the ring body 1 by a spring force, and three or more guide rollers 12 and 16 which abut on the outer circumference of the reinforced plastic composite pipe to be cut and rotate circumferentially, are provided in the internal circumferential face of the ring body 1 in both sides of the rod saws 7.
