PROBLEM TO BE SOLVED: To effectively utilize discharged heavy oil ash as a resource and also reduce an amount of industrial waste. SOLUTION: A method is provided with a process of changeably connecting a washing water pipe 20 on which a nozzle is mounted facing electrodes 13 to a high pressure air supply system 26, connecting the interior of a hopper 12 to a vacuum pump 19, while driving the vacuum pump 19 and reducing pressure in the interior of the hopper 12, supplying high pressure air to the washing water pipe 20, blowing out the high pressure air to the electrodes 13, removing the heavy oil ash adhered to the electrodes 13 to drop into the hopper 12, and recovering the heavy oil ash as a powder, and a process of changing the pipe 20 to a washing water side, spraying the washing water to the electrodes 13 through the nozzle 20a by supplying the washing water, flushing the heavy oil ash with the washing water, and recovering this into an industrial waste container.
