PROBLEM TO BE SOLVED: To provide a device for making unlocking difficult for a key except for a normal key, by largely increasing the combination number of a rotary lock. SOLUTION: This device controls rotation of a key shaft 1, and is provided with a multilayer shape of an activity piece 3 displaced by the gravitational action in response to its rotation, an upper projection 19 and a lower projection 20 fixed by properly dislocacing a position with respective layers in the vertical direction.
