PROBLEM TO BE SOLVED: To enable even a person having relatively less expertise to create and maintain webpages relatively easily. SOLUTION: A page dictionary file storage part 34 saves page dictionary files that have information for specifying an individual webpage generation program for processing of generating information for providing a webpage requested by a client device via a network, and information for specifying a pattern dictionary file used as parameter information at the generation by the individual webpage generation program, and that are identified by a page ID sent from the requesting client device via the network at the request.
