PROBLEM TO BE SOLVED: To provide a UV light-emitting BN-based fluorescent substance which has an improved emission intensity in a range near to a wavelength of 380 nm capable of efficiently exciting anatase type TiO<SB>2</SB>of photocatalyst, and can highly efficiently excite the photocatalyst. SOLUTION: This fluorescent substance produced by doping amorphous oxynitride with Eu<SP>2+</SP>. The content of the Eu<SP>2+</SP>is preferably 1 to 20 atm% based on the metal element of the amorphous oxynitride. The amount of oxygen dissolved in the amorphous oxynitride is preferably 10 to 40 wt.%. The fluorescent substance radiates UV light having a single wavelength in a wavelength region of 300 to 400 nm.
