PROBLEM TO BE SOLVED: To discharge gas forming in waste disposed of to a waste disposal site without problem, even if there is growth of leachate. SOLUTION: A case 31 of a cylindrical perforated pipe is buried inside the waste disposed of into a recessed part of the waste disposal site. The case 31 is provided with therein a leaching water discharge pipe 32 for discharging the leachate, and a gas discharge pipe 33 for discharging gas. As a lower end of the gas discharge pipe 33 is located at a part higher than a lower part of the leaching water discharge pipe 32, gas can be discharged from the gas discharge pipe 33 without being hindered by the leachate, so long as the leachate is drawn out of the water discharge pipe 32 located at the lower part.
