PROBLEM TO BE SOLVED: To provide a coating film-forming agent which can simply form coating films exhibiting performances, such as lubricity and corrosion resistance, close to those of a phosphate without using the phosphate. SOLUTION: This coating film-forming agent used as a preliminarily treating agent for the plastic processing of a metal material is characterized by comprising (A) a silicate, (B) silica, and (C) a stearate.
