PROBLEM TO BE SOLVED: To provide a system in which one or more radio terminals which move in a radio communication network exist, which recognizes positions of the moving radio terminals and, in which a data packet is transmitted/received to/from the mobile radio terminals. SOLUTION: A call origin fixed terminal performs broadcast transmission, investigates a communicable fixed radio terminal and the fixed radio terminal which receives the broadcast transmission also performs the broadcast transmission. The mobile radio terminal recognizes a nearby fixed radio terminal, registers it in management information and transmits a created information packet to the nearby fixed radio terminal by monitoring the broadcast transmission. The fixed radio terminal which receives the information registers the management information, transmits it to the call origin fixed radio terminal, recognizes positional relation between the mobile radio terminals by the conventional technology and after that, the fixed radio terminal and the mobile radio terminal perform communication.
