PROBLEM TO BE SOLVED: To provide a shrinkage reducing agent capable of giving excellent shrinkage reducing effect to a hydraulic composition such as concrete and coping with both of the control of air volume and freezing and thawing resistance. SOLUTION: The shrinkage reducing agent for the hydraulic composition contains a polymer obtained by using a specific molar ratio of a specific vinyl monomer in which the average additional molar number of alkylene oxide or the like is in a specific range in total of the monomer.
