PROBLEM TO BE SOLVED: To provide a sound-proof panel permitting to realize cost reduction with simple constitution, and also permitting to facilitate acoustic control by sound absorption and scattering. SOLUTION: The acoustic panel 10 is constituted of a 1st area 11 having about constant thickness t1 and a 2nd area 12 having thickness t2. The thickness t2 of the 2nd area 12 is made thinner than the thickness t1 of the 1st area 11, and the 2nd area 12 is made to be a thin part 14 to the 1st area 11. The sound-proof panel 10 is molded of a predetermined molding material M into one body, and the 1st area 11 is used as a low density area to demonstrate a sound absorbing effect, while the 2nd area is used as a high density area to demonstrate a sound scattering effect.
