PROBLEM TO BE SOLVED: To prevent to bind the predetermined number or less of paper sheets by stopping paper sheets stacking operation in the case wherein a paper sheet led into between vanes of an impeller does not reach a scraping plate. SOLUTION: The paper sheets stacking device is provided with a shift sensor 40 for detecting the paper sheets S led into between the vanes 36 of the impeller 35, the scraping plate 37 for scraping the paper sheets S guided by rotation of the impeller 35 from a clearance between the vanes 36 by making the paper sheets S abut on it, a stack box 38 for stacking the paper sheets S scraped by the scraping plate 37, a fall check sensor 42 for starting detection of the paper sheets S when the predetermined time passes after the paper sheet S led into between the vanes 36 of the impeller 35 is detected by the shift sensor 40, a determination unit for determining whether the paper sheets S reaches the scraping plate 37 or not on the basis of the detection information of the fall check sensor 42, and a transport controller for stopping the paper sheets stacking operation on the basis of the determination that the paper sheet does not reach the scraping plate 37.
