PROBLEM TO BE SOLVED: To prevent derailing of a railroad vehicle, when vibrations due to an earthquake or abnormal vibrations due to another reason are generated. SOLUTION: An image of a contact surface between a rail and a wheel during travelling is obtained by an image sensor installed near the wheel of a vehicle body of a train. When it is detected that data of the contact surface is abnormal, a rod-shaped latch in an earthquake-resistant derailing preventive latch device mounted at a lower part of a vehicle from a space is expanded into a range reaching a space closer to a bottom surface of the rail than a space wherein a flange of the wheel passes near the rail, thereby preventing derailing. When the expanded latch contacts with a structure on the rail, a fulcrum of rotations is set on an upper part of the latch, and the latch is rotated about that point to prevent becoming an obstacle of travelling of the vehicle.
