PROBLEM TO BE SOLVED: To provide a seal device and a ballpoint pen device which are excellent in durability, by contriving a seal to be let out by an extending-contracting operation of a holder part with two hands (executable also with one hand), and by adopting a simple structure. SOLUTION: The letting-out type seal device and ballpoint pen device are composed of an inner holder tube which is made slidable linearly backward from the middle part of an outer holder tube having a cap provided at the tip and closed by a spring, a rotary holder tube which is rotatable inside the inner holder tube and at a fixed place inside the outer holder tube, a holder (core holder) which is slidable linearly forward from the middle part of the outer holder tube and so designed that the shaft part thereof is positioned inside the rotary holder tube and that the seal is fitted removably to this part, and a slider which is fixed to a top crown provided in the rear of the inner holder tube and can be engaged with the rear end part of the holder. The rotation of the rotary holder tube is made convertible into the linear movement of the holder and thereby the seal provided at the fore end of the holder is made capable of opening the cap against a pressing force of the cap, or the tip of a ballpoint pen refill provided in the core holder is made capable of being projected and retracted from a metal cap.
