NETWORK OPERATOR BROKERING SYSTEM AND TELEPHONE SYSTEM FOR PROVIDING OPTIMAL ROUTING PATH FOR VOICE CALL USING THE SAME AND PROVIDING METHOD THEREOF

A network operator negotiation apparatus, and a telephone system and method for providing an optimal path for a voice call using the same. The network operator negotiation apparatus performs a call negotiation with network operators in real time using price information for a voice call provided by a network operator call negotiation agent through a plurality of access networks provided by network operators in real time, price information for a voice call stored in a call negotiation server, and estimation information containing information on quality of the access networks, when a call request for a voice call is originated from a subscriber, and selects an access network for providing an optimal path for a voice call among the plurality of access networks in compliance with conditions desired by the subscriber. Call charges can hereby be significantly reduced for subscribers. Distinct services in compliance with individual dispositions of subscribers can be provided to the subscribers without investing in a special network. In addition, for the network operators, concentration of marketing funds on upgrading quality of service may result in a fall in cost of services and improvement in quality of service.
