<p><P>PROBLEM TO BE SOLVED: To provide a production method for biogas by which hydrogen fermentation can be sufficiently and smoothly performed without performing treatment accompanied by consumption of heat energy such as heating and warming of a raw material when hydrogen fermentation by a microorganism for the hydrogen fermentation is carried out by using an organic material as a raw material. <P>SOLUTION: When hydrogen fermentation of a solution to be treated containing the organic material is carried out by using the microorganism for hydrogen fermentation, maximum permissible concentration of a substrate which can be consumed by the microorganism for hydrogen fermentation is determined in advance on the basis of correlation between the concentration of a predetermined substrate in the solution to be treated and a consumption rate of the substrate by the microorganism for hydrogen fermentation.
