PROBLEM TO BE SOLVED: To provide an underwater sound absorbing material and its manufacturing method with which crushing of porous sections is prevented by constituting the material by providing adhesive on the adhesive surfaces of rubber slabs or the adhesive surfaces of rubber sheets formed by the rubber slabs and long term stability of sound absorbing performance and durability are improved. SOLUTION: In the manufacturing method of an underwater sound absorbing material 10, a plurality of block shaped rubber slabs 7 having many air holes 6a are formed by varying a width L. Then, a first layer rubber sheet 9a which becomes a top layer is formed by pasting together adhesive surfaces 7a of the side surfaces of three rubber slabs by adhesive 8, a second layer rubber sheet 9b which becomes a middle layer is formed by pasting together the adhesive surfaces 7a of the side surfaces of four rubber slabs 7 having different widths by the adhesive 8 and a third layer rubber sheet 9c which becomes a bottom layer is formed by pasting together the pasting surfaces 7a of the side surfaces of five rubber slabs 7 having different widths by the adhesive 8.
