PROBLEM TO BE SOLVED: To provide a transfer roller having a single resin layer on the periphery of a metal center core, having good transfer performance (good electrical conductivity which is uniform all over the roller), and ensuring reduced environmental dependency and suppressed bleed-out. SOLUTION: The transfer roller comprises the metal center core and the cylindrical resin layer covering the periphery of the core, wherein the resin layer contains a thermoplastic resin, a metal salt consisting of a cation component of an alkali metal or an alkaline earth metal and an ionic-dissociable anion component, and an organic compound capable of dissolving the metal salt.
