PROBLEM TO BE SOLVED: To decrease the amount of fines produced in a method for producing a granulated fertilizer by directly heating organic wastes under agitation. SOLUTION: A treatment tank 1 is of a type indirectly heated by an oil jacket 2. A specified amount of organic wastes such as organic sludge is fed into the treatment tank 1 from its feed port 3 and is indirectly heated under agitation with agitation blades 9. In this way, it is possible to obtain good granulated fertilizer perfectly free from water by evaporation, free from an odorant by emission, and containing organic matter remaining not carbonized. It is possible to markedly decrease the amount of fines produced by adjusting the dry-basis weight of the product to be treated to at most 120 kg/m<SP>2</SP>×day or smaller per unit heating area of the treatment tank 1.
