PROBLEM TO BE SOLVED: To provide a method for acquiring torque not directly from a rotary motion force of a rotor but from a centrifugal force (artificial gravity) generated along with a high-speed rotary motion, and thereby to solve a problem that the rotor loses a motive force the same force as output and high speed rotation cannot be maintained when motive energy is fetched in a state where the rotary motion is stored. SOLUTION: The rotor whose rotating center of gravity is shifted from a rotation axis is rotated with high speed to drag a strut supporting a motor. A wheel connected with an output shaft is fixed on the strut, and an outer circumferential cylinder is arranged and fixed to surround them to match convergent points of the strut and wheel so as not to prevent a whole amplitude motion. By the series of continuous and mutual movement, without impairing the rotary motion, a revolution number depending on a ratio between a circumference of the outer circumferential cylinder and that of the wheel is output with respect to the revolution number of the motor, and torque in proportion to a ratio between an amplitude of the strut and that of the outer circumferential cylinder is output with respect to the centrifugal force of the rotor.
