PROBLEM TO BE SOLVED: To provide a method of forming a silver mirror film capable of preventing the whitening of a silver mirror film formed on a base material. SOLUTION: The method of forming a silver mirror film as a silver mirror-coated film provided with a primer layer and a silver mirror film layer on the surface of a base material has: a first stage (S10, S12) wherein the primer layer is formed on the surface of the base material; a second stage (S14) wherein the surface of the primer layer is coated with an activation agent; a third stage (S16 to S20) wherein, after the application of the activation agent, a silver chemical is applied, and then subjected to water-washing and dewatering; and a fourth stage (S22) for dewatering and drying. The coating weight of the silver chemical in the third stage is 4.1-8.2×10<SP>-2</SP>g/cm<SP>2</SP>expressed in terms of silver atom, and the concentration of the activation agent in the second stage is≤5.0×10<SP>-3</SP>g/L. Alternatively, the concentration of hydrochloric acid in a dry furnace atmosphere at the time of the dewatering-drying in the fourth stage is≤1.2×10<SP>-5</SP>g/L, and the concentration of silver nitrate in the surface of the silver mirror film is≤5.0×10<SP>-3</SP>g/L.
