Disclosed is a method for producing chlorine by oxidizing hydrogen chloride with oxygen using a fixed-bed catalyst wherein a step (i) for maintaining the temperature of a catalyst layer of the fixed-bed catalyst at 200-400˚C, a step (ii) for supplying oxygen to the catalyst layer, and a step (iii) for supplying oxygen and hydrogen chloride to the catalyst layer are performed in this order. By this method, chlorine can be obtained with a high conversion rate from hydrogen chloride.
