PROBLEM TO BE SOLVED: To verify a protocol to be evaluated as to whether or not the protocol has provable security on the basis of the theory of computational complexity. SOLUTION: The protocol evaluation apparatus is provided with: a protocol input conversion section 1 for separating a protocol to be evaluated in units of entities; and a protocol verification section 2 for obtaining a probability of illegitimate entities and discriminating the security of the protocol to be evaluated on the basis of the probability of illegitimate entities.
