PROBLEM TO BE SOLVED: To relieve burden on a user by enhancing security in a personal computer (PC), providing excellent portability, eliminating the problem of losing or breaking by the user, reducing a cost, and providing compactness in an arrangement space. SOLUTION: A user authenticating system comprises: a transmitting part 50 for transmitting an authenticating signal including a unique number of character given to the authorized user 70; a receiving part 60 for receiving the unique authenticating signal; an input part 30 for inputting a password by an arbitrary user; and an authenticating part for performing calculation by assigning the unique number or character included in the authenticating signal which is received by the receiving part and the number or character converted from the inputted password to prescribed functions, comparing the acquired arithmetic result with the predetermined number or character of the authorized user 70, and permitting the usage of the PC 10 by defining the user who has the transmitting part and inputs the password as the authorized user of the PC 10 when the both are coincident.
