PROBLEM TO BE SOLVED: To average the degree of congestion of buses and to optimize operation intervals by using positional information on a present bus and other buses and passenger boarding states of passengers by a regular route bus system to control the method of operating the other buses. SOLUTION: In this system, an on-vehicle device 11 on a bus transmits the mean speed, a vehicle occupancy, and positional information of the bus that a controller 15 holds to a bus operation information center 100 and they are stored in an operation information database 110; and a bus operation information center 100 has an operation information database 110 holding bus onboard information of buses currently in operation and a route information database 120 holding map information on respective operation routes and congestion states of the routes. This system is configured to grasp the operation states of buses on the basis of the operation information and route information to instruct at least one of the own bus and a precedent bus or following bus to change the operation.
