PROBLEM TO BE SOLVED: To surely and quickly carry out the expansion and fixing of a fixing ring 10 for a corrosion proof core of a pipe. SOLUTION: As shown in Fig.(a), projections 26 are fitted in holes 16 at both ends of the fixing ring 10, and a load adjusting lever 30 is put on gripping levers 21, 22 as shown by chain lines. As shown in Fig.(b), when a handle 42b of a toggle clamp mechanism 40 is operated so as to be laid, gripping pieces 24, 25 are opened, and the fixing ring 10 is expanded. In this case, the toggle clamp mechanism 40 always separates or approaches by a constant length L, and can carry out the separation and approach by one touch operation for the handle 42b, and can keep the states. As a result, the opening and closing operation of the gripping pieces 24, 25 is smoothly carried out. In addition, the range of the opening and closing movement always becomes the constant length L because the range of the separation and approach is always the constant length L, and the range of opening and closing of the fixing ring 10 caused by the opening and closing operation becomes also constant.
