PROBLEM TO BE SOLVED: To allow a user of a link destination to quickly respond to abnormality of a link source. SOLUTION: Each alarm 10 transmits alarm signals to other alarms 10 as well as detecting and warning a fire or gas leakage in a monitored area. The each alarm 10 stores a voice message output as a link warning when receiving the alarm signals from the other alarms 10, by associating with each address uniquely specifying the plurality of other alarms 10. When the alarm signal with the address is received from the other alarm 10, the voice messages such as "Fire pre-alarm is operated in the first-floor kitchen.", "Fire pre-alarm is operated in the first-floor living room.", or "Fire!
