CONGESTION CONTROLLER, CONGESTION CONTROL METHOD, AND PROGRAM

PROBLEM TO BE SOLVED: To provide a congestion controller which regulates session requests at a gateway during congestion, and therefore, does not impart a useless load to respective networks connected by the gateway.

SOLUTION: The congestion controller controls the congestion caused by the setting of the session including at least a telephone in the network. The congestion controller is composed so as to have an incompletion measuring part 2 which measures the incompletion of the session in identification information units of a called side terminal and stores the measurement result as incompletion information in a storage device, a regulation control unit 5 which reads out the incompletion information from the storage device and regulates the session setting request to the called side terminal in the gateway on the basis of the incompletion information, and a regulation executing/releasing part 6.
