PROBLEM TO BE SOLVED: To provide a developing apparatus for visualizing an electrostatic latent image on an image carrier with a developer, in which the consumed amount of the developer is decreased by reducing reversal fog, the life of the developer is prolonged, the running cost is reduced, the charge accumulation of the developer is maintained in an appropriate range, fixing or melt sticking of the developer on a developer carrier is prevented, and a sharp favorable image can be formed without scattering or blurring of dots, and to provide a process cartridge including the developing apparatus. SOLUTION: The developing apparatus 5 includes a developer carrier 12, a developer supply body 12, a layer thickness regulating member 13 having≤150 GPa longitudinal elastic modulus, a developer container 14, and a developer charging assist member 15.
