PROBLEM TO BE SOLVED: To provide a horizontal axis windmill capable of suppressing destabilization of rotor rotation and quickly establishing rated operating condition by preceding pitch control of a rotor in a speed region in which the windmill does not reach prescribed target rotation speed, and to provide its control method. SOLUTION: A horizontal axis windmill executing pitch control to converge rotation speed of a rotor to the target rotation speed set within a rated rotation speed region is equipped with means for setting the preceding target rotation speed within the limited rotation speed region, and for materializing the pitch control to converge the rotation speed of the rotor to the preceding target rotation speed when the rotation speed of the rotor detected with a rotation speed sensor falls within the limited rotation speed region whose upper limit is the target rotation speed. The control method of the horizontal axis windmill is equipped with a process (S1) for detecting the rotation speed of the rotor, a process (S5) for setting the preceding target rotation speed, and a process (S6) for materializing the pitch control to converge the rotation speed of the rotor to the preceding target rotation speed.
