摘要 <p><P>PROBLEM TO BE SOLVED: To provide an image-encoding and decoding technology for encoding a given part of area with priority, and decoding the coded image data without adding excess cost. <P>SOLUTION: A wavelet transformation unit 10 carries out wavelet transformation on an original image, and a quantizing unit 12 quantizes wavelet transform coefficient. A ROI selection unit 18 selects the target area of the original image, and a ROI mask generating unit 20 generates a ROI mask for specifying the wavelet transform coefficient (called "ROI transform coefficient"), corresponding to the attention area. A lower-bit zero replacement unit 24 is referred to the ROI mask and the lower bit of non-ROI transform coefficient is replaced with zero. An entropy encoding unit 14 carries out entropy encoding of the wavelet transform coefficient replaced in the order of higher bit plane.
