PROBLEM TO BE SOLVED: To solve a problematic point intrinsic to an anti-plate elongation technique due to the heightening of a bonding force between a form plate and a plate cylinder such as the realization of more difficult winding of the form plate about the plate cylinder and a problematic point such as the deterioration of a printing image quality due to the development of the lowering of the bonding force of the form plate to the plate cylinder from the repetition of printing operations by several times and to the resultant insufficient anti-plate elongation. SOLUTION: If a powder layer 5 is employed as a destructive layer 20, when the form plate 1 is pulled, a shearing stress is applied parallel to the powder layer 5, resulting in minutely displacing each powder 4 by skidding and destructing the layer internal structure of the powder layer 5 and realizing very relative splipperiness of the form plate 1 to the plate cylinder 2.
