PROBLEM TO BE SOLVED: To obtain a recyclable water-soluble transition metal complex catalyst that is a new metal complex catalyst for producing an optically active alcohol from a ketone in a high yield and in an excellent optical purity, is useful in a water-based solvent and is readily separated from a reaction product by liquid separation after the reaction. SOLUTION: The water-soluble transition metal-diamine complex, especially the complex being an optically active substance is represented by general formula (1) (R<SP>1</SP>and R<SP>2</SP>are each independently a hydrogen atom, a hydrocarbon group, SO<SB>2</SB>R<SP>13</SP>(R<SP>13</SP>is a hydrocarbon group, a substituted amino group or the like) or the like; R<SP>3</SP>-R<SP>12</SP>are each independently a hydrogen atom, a hydrocarbon group, an alkoxy group, an aryloxy group, SO<SB>3</SB>R<SP>14</SP>(R<SP>14</SP>is a hydrogen atom or a metal atom) or the like; M is a transition metal; X is a halogen atom; L is a ligand; with the proviso that at least one of R<SP>3</SP>-R<SP>12</SP>is SO<SB>3</SB>R<SP>14</SP>).
