PROBLEM TO BE SOLVED: To provide a developing roll excellent in toner chargeability, toner transportability, resistance against toner filming and wear resistance and providing high image characteristics for a long time. SOLUTION: The developing roll has a base rubber layer 21 formed over the outer peripheral face of a conductive axial body 14 composed of a cylindrical sleeve 12 and end caps 13 closing both ends of the sleeve, and has an intermediate layer 22 on the outer peripheral face of the rubber layer and further a surface layer 23 thereon. The surface layer 23 is made of a composition having rubber elastic particles having specified particle diameters dispersed in a polymer material containing a specified polycarbonate copolymer as an essential component.
