PROBLEM TO BE SOLVED: To save equipment, space, painting time and energy by omitting the thermosetting process of an undercoating layer of a zinc-rich powder coating material when an undercoating film of the zinc-rich powder coating material and a top coating film thereon of the powder coating material are formed. SOLUTION: The undercoating layer of the zinc-rich powder coating material is formed on an object to be coated, and the top coating layer of the powder coating material is formed on the surface of the undercoating layer. Then the undercoating layer and the top coating layer are simultaneously heated with an intermediate infrared light heater or a near infrared light heater to form the undercoating film and the top coating film.
