PROBLEM TO BE SOLVED: To provide a hair retainer impartially and uniformly supplying a hair bundle with hair treatment agent on a sheet. SOLUTION: This hair retainer 1 comprises two hair retaining sheets retaining the hair bundle 9 into a predetermined shape. One of them is an agent application sheet 3a coated with the hair treatment agent with a viscosity of 100 Pas or more in its inside and being impermeable to the hair treatment agent 6 and the other is agent permeable sheet 4. The hair retainer 1 is formed into a flat cylindrical shape 1A allowing the insertion of the hair bundle 9 with the agent permeable sheet 4 stacked on the agent application sheet 3a.
