The content management server 21 generates a selection identifier, and transmits it to the mail member management server 20 together with the investigation card distribution condition and the investigation card information. The mail member management server 20 compares the distribution condition of the user terminal 10 and the distribution condition of the content management server 21, extracts an coincident user, generates a corresponding mail content in each user, and mail-transmits it to the user terminal 10. The user terminal 10 displays the mail content.
