<P>PROBLEM TO BE SOLVED: To provide a camp-on function using a packet-replacement type network system. <P>SOLUTION: When receiving a request from a terminal to establish a session to a processing terminal, this session management device determines whether the session can be established, by determining whether or not this process is processable by the processing terminal; when determining that the processing terminal is in the state of being able to establish the session, the device notifies the terminal that the process is processable; when determining that the process terminal is not in the state of being able to establish the session, the device leaves the terminal on standby for the request to establish the session and monitors the state of the processing terminal related to the process.
