PROBLEM TO BE SOLVED: To provide an automatic hand washing device for a cold district that can be safely used in the cold district by preventing an accident due to freezing. SOLUTION: The automatic hand washing device installs an open type directly moving two-port solenoid valve during energization so that a plunger is in a lateral direction. A resin-made floating valve in which specific gravity is 1 or smaller and a throttle valve having a throttle valve seat of the downstream side are connected to the solenoid valve so that the throttle valve is in a vertical direction. Furthermore, the device is connected to a water discharge port with a sensor detecting putting-in and out of a hand of an end, when water is drained with an unfreezing feed water faucet of the solenoid valve upstream side, a drain valve or the like, the plunger of the solenoid valve is separated from a valve seat, and the floating valve of the throttle valve is lowered to largely open the throttle valve seat.
