PROBLEM TO BE SOLVED: To provide a positioning tool, a manufacturing device and a manufacturing method for positioning a base material with high accuracy and manufacturing a workpiece with recessed parts accurately formed in requested positions. SOLUTION: A mounting part 41 for mounting a matrix 23, of the positioning tool 4 is formed with a plurality of grooves 414 which are circular marks having the same center axis as the center axis of the recessed parts 222 to be formed. In positioning, the tip of a gage head of a dial gage is made to abut on the groove 414 of the positioning tool 4 mounted to a rotating spindle. When there is deviation between the center axis of the recessed part 222 to be formed (i.e., the center axis of the circle of the groove 414) and a rotation axis of the spindle 31, a value indicated by the dial gage shows a discrepancy to thereby recognize an eccentric state.
