<P>PROBLEM TO BE SOLVED: To enable a C-OTDR to accurately measure transmission characteristics of a Raman amplification optical transmission line. <P>SOLUTION: An optical band pass filter is disposed for passing a wavelength λa and interrupting a wavelength λb on odd-numbered C-OTDR optical paths 36-1, 36-3 between an optical transmission line 24 comprising a Raman amplifier 30 and an optical transmission line 26 comprising a Raman amplifier 34, and an optical band pass filter is disposed for interrupting the wavelength λa and passing the wavelength λb on even-numbered C-OTDR optical paths 36-2, 36-4. A test light source 42 outputs test light of the wavelength λa to the optical transmission line 24 and then outputs test light of the wavelength λb to the optical transmission line 24. The result of C-OTDR measurement of the wavelength λa is stored in the region 52a of a memory 52, and the result of C-OTDR measurement of the wavelength λb is stored in a region 52b.
