PROBLEM TO BE SOLVED: To provide a polymer cement composition containing a polymer emulsion, which is improved in the occurrence of swelling between a concrete structure and a cured layer of the cement composition when the cement composition containing a polymer-based emulsion and alumina cement is applied to the concrete structure, and which has excellent water resistance and construction properties. SOLUTION: The polymer cement composition contains alumina cement, an emulsion and a cure-accelerating agent such as lithium carbonate, and is characterized in that the alumina cement is contained in an amount of 3-175 parts by mass to 100 parts by mass of the solid content of the emulsion, and the cure-accelerating agent is contained in an amount of 0.1-7 parts by mass to 100 parts by mass of the alumina cement.
